ATCA – serving the forest products industry

OWNERSHIP

ATCA is an association with its members being manufacturers of wood panel products in Australia. ATCA is affiliated with the Engineered Wood Products Association of Australasia (EWPAA) which includes the former AWPA (Australian Wood Panels Association) and PAA (Plywood Association of Australasia). The EWPAA, located in Brisbane, provides management and administrative services to ATCA.

FACILITIES

ATCA, located in South East Queensland, operates a Test Centre Laboratory which provides a testing and certification service to the Australian and regional industry. The laboratory is a NATA accredited facility able to do most of the wood panel (particleboard, MDF, plywood and LVL) tests specified in AS/NZS, EN and JIS. The centre, established in 1998, is modern, well equipped and staffed by six technicians and offers professional and accurate reports.

Testing
ATCA is able to provide testing for members and in some cases, non-members, for a wide range of recognized tests for forest products. View our NATA Scope of Accreditation to see what tests we are accredited for. To find out the charges for these tests, have a look at our fee schedule.
Product Certification
ATCA operates three product certification schemes. The certification schemes are operated in accordance with ISO Guide 65. These schemes are governed by an independent board, the ATCA Quality Council, which is composed of representatives of various industry sectors. The schemes allow manufacturers to be independently assessed as complying with national standards. The certified manufacturer is then licensed to use a certification mark which signifies compliance. ATCA uses experienced and professional industry experts to conduct the assessments. The certification schemes are:

  • AWPA JAS-ANZ Scheme
  • JIS Mark Certification Scheme (ATCA is accredited by METI, Japan)
  • CARB certification (ATCA is approved by the California Air Resources Board)

JIS Mark

The new JIS Marking system permits manufacturers, resellers or processors to display the new JIS mark to show conformance to JIS. The JIS Marking system is governed by METI (the Ministry of Economy, Trade and Industry, Japan) who control all aspects of its use.

For the JIS Mark scheme, ATCA as a Registered JIS Mark Certification Body (RCB) outside Japan will, in addition to ISO Guide 65, apply the requirements of Article 23 of the Industrial Standardization Law (Japan) for foreign manufacturers.

CARB

ATCA is now an approved CARB 3rd party certification body. TPC-12

Background

The Californian Air Resources Board (CARB) have introduced a regulation that restricts Composite Wood Panels (CWP) and products made from them entering the state if they exceed certain limits set for formaldehyde emissions. To ensure that products meet these limits all CWP entering California from January 1 2009 will have to be certified by an external body that they meet the limits.

It is now becoming apparent that there is a need in this region for manufacturers to gain accreditation either because they are exporting directly to the USA or they have customers who convert raw board that ultimately is exported to the USA. We also have anecdotal evidence that distributors want only CARB compliant products entering their supply chain so they don’t have to deal with segregation issues. Additionally there has been some petitioning of the US EPA by green groups for the CARB regulation to be adopted nationally.

The CARB regulation sets limits on the allowable emissions from CWP and it also defines the rules by which compliance to these standards is established. These limits are based on the American large chamber test. Also the regulations become tighter in successive years. Any batch of product which does not meet the limits or does not have certification documents cannot be shipped.

Certification Process

The Airborne Toxic Control Measures (ATCM) have been introduced by the Californian Environmental Protection Agency with the aim of progressively reducing formaldehyde and other emissions from products sold in California.

The requirement is for manufacturers to seek certification under a CARB approved third party certifier (TPC). The TPC is required to test product for formaldehyde emission and also regularly inspect production records and test results at the plant.

ATCA is approved by California Air Resources Board as a Third Party Certifier (TPC) for the purpose of providing regulation to composite wood manufacturers in this Australian and SE Asian region.

Other resources required by the certification body are access to lab facilities to carry out the routine testing for the QC method (desiccator or others), a secondary method - usually a small scale chamber to ASTM D6007 and finally a large scale chamber test to ASTM E1333.
